Samuels Young Scholars Program</title><content type='html'>&lt;span style="font-weight:bold;"&gt;The Samuels Young Scholars Program &lt;/span&gt;is dedicated to maintaining the field of the History of Economics. The Samuels Young Scholars Program, started in 2000 as an initiative from Professor Sandra Peart, is designed to support and highlight research by PhD candidates and scholars who have obtained their PhDs within the last two years. Selected participants are given the opportunity to present their work in special Young Scholar sessions at the annual HES conference.&lt;br /&gt;Those chosen for the Young Scholars program sessions will receive free registration and conference dinner/banquet ticket and a year's membership of the society, which includes the society's Journal for the History of Economic Thought. Additional funding may be available to cover accommodation costs at the conference.&lt;br /&gt;In addition, the HES supports the participation of Young Scholars at the Summer Institute for the Preservation of the History of Economic Thought now held at the University of Richmond. Students at the advanced undergraduate and graduate level who wish to attend the Institute are provided a travel grant of $500. Participants who receive support from the HES are selected jointly by the HES and the SI. This idea is contrary to the General Equilibrium Model (GEM) where markets are pictured as working in an institutional vacuum and where social and historical variables play no role. However, in more recent times, a large group of economists have begun to insert social and moral variables into standard models based on the rational choice paradigm, following the increasing interest – on the part of firms – in the possible positive effects of adopting ethical codes. In this key new text Guglielmo Davanzati studies this burgeoning view that ethics and economics can be compatible. Does ‘morality’ affect income distribution? And, if so, what are the effects of the widespread adoption of ethical codes on the functioning of the labour market? Central to Davanzati’s efforts is the thesis that the roots of these new developments can be traced back to the pioneering work of Thorstein Veblen and John Bates Clark. The deadline for submissions is &lt;span style="font-weight:bold;"&gt;January 31st, 2010&lt;/span&gt;. Completed papers will be due by &lt;span style="font-weight:bold;"&gt;May 10th, 2010&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;The special theme of the conference is &lt;span style="font-weight:bold;"&gt;“The shifting boundaries between public and private in economics”&lt;/span&gt;.&lt;br /&gt; &lt;br /&gt;The financial and economic crisis has once again demonstrated the importance of having clear ideas about the relationships between the public and private spheres in economics. Caught by the surprise of circumstances, governments have intervened massively in national economies and tentative steps are being taken to change the rules of the global financial and economic game. These developments are forcing economists and policy makers to revise their ideas about the boundaries between public and private. The history of economic thought provides a rich source of theories about this topic and it would be inefficient not to make use of it.&lt;br /&gt;&lt;br /&gt;The distinction between public and private in economics is common wisdom since Aristotle’s differentiation between politics as the management of the city state, and economics as the conduct of the household. The relationships between the public and the private spheres lie at the foundation of Adam Smith’s research programme. His work is in part a critical reaction to Bernard Mandeville’s idea that private vices generate public benefits. With the exception of Mandeville and some libertarians, however, few economists have ever doubted that markets and social and political institutions, such as governments, can coexist. Either subsystem of the national or global economy has tasks that it can perform more effectively or efficiently. Keynes’ insistence on the role of fiscal policy is but an example of a full array of studies emphasizing their complementarity. It is generally agreed that a specific legal and social framework is needed to make markets work while markets generate the means with which to finance collective or public goods.&lt;br /&gt;&lt;br /&gt;There is far less consensus about the ways in which the public domain may correct, or hamper, the functioning of the market and vice versa. Moreover, ideas on where the boundary between the two lie are subject to abrupt changes, especially in times of sudden and violent financial and economic shocks. For instance, according to economic analysis, banks, except for central banks, are private enterprises. The crisis, however, has shown that their malfunctioning is a public bad and policy makers were forced to conjure up ad-hoc measures to save banks that were too big to fail. This was tantamount to admitting that a system of private banks is a public or collective good. Yet too little had been done to safeguard its positive externalities.&lt;br /&gt;&lt;br /&gt;Public and private domains are not completely complementary; there remains a set of goods and services that are desired by citizens yet fail to be produced by either. They are provided instead by private initiative and spontaneous social organizations in the form of collective goods, club goods and goods that are transferred for nothing from one individual to another. This continuously changing space between market and government, often referred to as “civil society”, has been examined with varying intensity in economics and in sociology. Here lies the domain of discussions on issues such as the type of pension and health insurance systems, the role of the State versus philanthropy in the redistribution of wealth, and federalism. Also, recent experimental evidence invites economists to reconsider the line that separates subjective or private costs and opportunities from objective factors such as the limits of our mental capabilities.&lt;br /&gt;&lt;br /&gt;The purpose of the special theme of this year’s conference is to illustrate how the reasoning in terms of the boundary between public and private in the history of economics can provide a better insight on public policies, social organisations and individual behavioural patterns.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;VII STOREP Conference Young Scholars Award&lt;/span&gt;&lt;br /&gt;The award is open to young scholars (under 35 years of age) who will submit a Curriculum Vitae and a paper abstract of no more than 200 words on any topic relevant to the history of political economy. La versione completa del paper dovrà essere inviata entro il 10 maggio 2010.&lt;br /&gt;&lt;br /&gt;Il tema centrale della conferenza è "&lt;span style="font-weight:bold;"&gt;Pubblico e privato in economia: i confini sfuggenti&lt;/span&gt;"&lt;br /&gt;&lt;br /&gt;La recente crisi economica e finanziaria ha dimostrato ancora una volta l’importanza di definire con chiarezza le relazioni tra sfera pubblica e sfera privata in economia. Sorpresi dagli eventi, i governi sono intervenuti attivamente nei sistemi economici nazionali e hanno iniziato a modificare le regole del gioco nella finanza e nell’economia. Questi sviluppi hanno spinto anche gli economisti e i politici a rivedere le loro idee sui confini tra settore pubblico e settore privato, travalicando anche le teorie di ispirazione keynesiana che sembravano essere state abbandonate. La storia del pensiero economico può fornire una fonte inesauribile di ispirazione a questo processo di revisione e sarebbe inefficiente non farne uso.&lt;br /&gt;Aristotele è uno dei primi autori a tracciare una chiara distinzione tra settore pubblico e settore privato in economia. La relazione tra sfera pubblica e sfera privata costituisce le fondamenta del programma di ricerca di Adam Smith. Il suo lavoro è in parte una reazione critica all’idea di Bernard Mandeville che i vizi privati generano le virtù pubbliche. Con l’eccezione di Mandeville e di alcuni libertari, pochi economisti hanno messo in dubbio che i mercati e le istituzioni politiche e sociali potessero coesistere. Ogni sotto-sistema dell’economia nazionale o globale ha in effetti compiti che può svolgere con più efficacia e maggiore efficienza ed è quindi complementare agli altri. Questa complementarietà è valida nella misura in cui un determinato assetto legale e sociale è necessario per permettere che i mercati funzionino mentre producono i mezzi con cui finanziare i beni pubblici e collettivi.&lt;br /&gt;Non c’è altrettanto consenso sul modo in cui il settore pubblico può correggere, o ostacolare, il funzionamento del mercato e viceversa. Le opinioni su dove vadano tracciati i confini tra i due settori sono soggette a rapidi cambiamenti, specialmente in presenza di shock finanziari ed economici improvvisi e violenti. Per esempio, secondo l’analisi economica, le banche, con l’eccezione di quelle centrali, sono imprese private. La crisi ha invece dimostrato che il loro cattivo funzionamento è un male pubblico e i politici sono stati obbligati ad adottare misure ad hoc per salvare banche di grande dimensione. Questo è equivalente ad ammettere che un sistema di banche private è un bene pubblico o collettivo. Tuttavia si è fatto molto poco per salvaguardare le sue esternalità positive.&lt;br /&gt;I settori pubblico e privato non sono inoltre perfettamente complementari poiché esiste un insieme di beni e servizi che sono desiderati dai cittadini ma che entrambi i settori non sono in grado di produrre. Essi vengono di solito forniti dall’iniziativa privata e delle organizzazioni sociali spontanee nella forma di beni collettivi, beni di club e beni che vengono trasferiti gratuitamente da un individuo all’altro. Questo spazio tra mercato e governo in continua trasformazione, spesso definito come “società civile”, è stato analizzato con intensità variabile in economia e in sociologia. Different strands of Western political and economic thought have, on the other hand, made a strong impact on the development of the Chinese society and economy during the 20th century, in the transition from empire to republic, in the emergence of the people's republic, and in the ongoing process of economic transformation. This conference will take stock of the development, cross-fertilization and contextual adaption of economic ideas in China and the West. The focus is set on theories about economic order and development in China. Do Economists ever agree on Analysis and Prescriptions?&lt;/span&gt;&lt;br /&gt;The current financial and economic crisis has been stimulating some very important and interesting debates. On the one hand, there have been several attempts to compare it with previous crisis, especially with the Great Depression of 1929. On the other hand, the current crisis has also stimulated lively debates about the current state of economic analysis and its effectiveness in providing adequate accounts of the crisis. Hence, the current crisis has not only highlighted the changing nature of our economic reality, but also the usefulness of taking a longer view when approaching economic analysis. The potential contribution of the history of economic ideas seems to be extremely relevant on both accounts. This Workshop is aimed at analyzing the current financial and economic crisis from a history of economic thought perspective.  The papers presented may offer an overview of the crisis or focus on specific issues.  They may refer to the global economy or to a single region or country.  The may dig on the causes, the consequences or policy recommendations.&lt;br /&gt;The Workshop will take place in the Facultad de Ciencias Económicas y Empresariales de Albacete (University of Castilla ­ La Mancha, Spain) on the &lt;span style="font-weight:bold;"&gt;21 and 22 January, 2010&lt;/span&gt;. The authors of the selected papers will have 30 minutes each to present the paper and a senior scholar, appointed by the ESHET Council, will discuss it. Papers may be on any topic relevant to the history of economics, and are not restricted to the conference theme. ESHET encourages young scholars to participate in the conference. A one-year ESHET membership is offered to all young scholars who submit a paper. Beside the honor, there is a stipend of $500 plus travel expenses up to $500 to attend the presentation at the Society's annual conference.&lt;br /&gt;Any article in the history of economics or economic thought published in English in the calendar year preceding the next  Annual Meeting of the Society is eligible (e.g. calendar year 2009 for Annual Meeting in June 2010). It is recognized however, that despite  official publication dates, many publications are shipped after year end. In such cases, relevant articles that are in 'proof' form, with accompanying evidence of the journal and its year of publication, may be accepted at the discretion of the Chair of the committee.&lt;br /&gt;The Committee considers all nominated articles as well as all articles published in the Society's journal: Journal for the History of Economic Thought. The committee may not ask editors of journals for  their nominations as editors, but editors may nominate in a personal capacity. The conference will take place &lt;span style="font-weight:bold;"&gt;25-28 March 2010&lt;/span&gt;.&lt;br /&gt;As at past ESHET conferences, proposals for papers or sessions on all aspects of the history of economic thought are welcome.&lt;br /&gt;The special theme of the conference is: The Practices of Economists in the Past and Today.&lt;br /&gt;For proposals for papers and sessions on all topics in the history of economics an abstract of up to 400 words for a paper and up to 600 words for a session should be submitted by &lt;span style="font-weight:bold;"&gt;November 15, 2009&lt;/span&gt;.
